Birmingham Property Services (BPS) provides an integrated, single property management function for the City Council.

As part of the Corporate Resources Directorate, BPS provides the lead for corporate property decisions and supports the Council in delivering its priorities into the future.

We pride ourselves in our ability to respond to the needs of clients to help them achieve their strategic objectives and services. We have a responsibility to manage and dispose of city-owned commercial land and property including shops, offices, industrial units, warehouses, business parks and development sites.

BPS works closely with all Services to provide the property related support that is required for them to deliver their Business Plans. BPS also works with a range of external organisations, including Community Partners and other service providers, business tenants, landowners and developers.

Our goal is to deliver a property portfolio fit for purpose through robust asset management planning processes and to continue to provide the wide range of professional property services required to manage its delivery. We consistently strive to achieve and play a leading role in shaping the future growth of the city centre and the regeneration of local communities.



Birmingham Property Services - is part of the Resources Directorate. Our work is based around the seven areas.

Acquisition and Valuation providing specialist services to all departments across the City Council. Dealing with property purchases, compensation, home loss payments, right to buy valuations and compulsory purchase. Valuations for various purposes and commercial rating advice and appeals. They are responsible for the negotiation of new leases and lease estate management in respect of City Council operational portfolio interests held on a leasehold basis.

Commercial Portfolio Management serving the needs of upwards of 6000 business tenants with a high concentration of small and start up businesses. The portfolio includes over 3000 small workshops and offices and retail shops let on easy - in - easy out terms to suit the needs of the tenants. Geographically, the portfolio is spread across the City but many of the properties are in inner city locations. We are also a major property owner in the Jewellery Quarter providing workshops for jewellery businesses.

Development and Regeneration as a major land owner in the city the Council is involved in development projects. Most of the key projects in the City Centre take in our land and historically the Council has used its freehold ownership to shape the development of the retail and office core. Brindley Place, the new Bull Ring and Martineau Galleries are the latest in a long line of projects. And outside the City Centre we are keen to play a part in the regeneration of local neighbourhoods, assembling sites for comprehensive regeneration. We have played a key role in the Attwood Green project, which will regenerate 10.70 hectares of the run down Lea Bank Estates in partnership with Crest Nicholson and Optima Community Association.

Local Property Management Team this team provides specialist advice and assistance on a range of property matters both at strategic and constituency level. The team undertakes operational asset management on land and property including libraries, community facilities, neighbourhood offices, sport and leisure facilities, parks and open spaces.

Corporate Landlord & Facilities Management - this group has a wide ranging brief including; day-to-day management of the Council's office portfolio, interim management of properties awaiting disposal, delivering surplus property for disposal, monitoring capital receipts and managing the repairs programme for the commercial investment portfolio.

Property Strategy - The Council must ensure and prove that it is utilising its huge property portfolio efficiently. This group co-ordinates the production of the Corporate Asset Management Plan. It also has a strategic overview of the commercial investment portfolio. A significant task is to develop and lead the reshaping of the office portfolio to reflect modern working practices.

Service Property Management - this team manages over 299 properties across the city, specialising in providing fit for purpose buildings for the City's most vulnerable client groups such as children in care, older adults and adults with learning disabilities. Particular attention has to be paid to Health and Safety legislation and National Care Standards, with the team also responsible for formulating and delivering the A & C Directorate's Asset Management Plan and Capital Strategy.

Finance and Admin Team - The team provides a fast, effective and personal support service to the staff of BPS. They are responsible for the procurement of and payment for goods and services. They also monitor the income and expenditure of BPS's Revenue and Capital Accounts and provide capital receipts forecast analysis. Human Resource management with a strong emphasis on staff development and training are also provided. This is supported by marketing and promotional activities. The team manages and maintains a property records system containing over 90,000 property files and deeds.
